Get persisted routing plan for a call
Returns the stage-based RoutingPlan persisted when ROUTING_ENGINE_V2_ENABLED=true. Stage payloads are PII-safe (buyer/campaign identifiers only — no raw phone numbers, provider SIDs, or bid amounts). Returns 404 when v2 was disabled for the call or no plan exists.
