Returns the same aggregates as GET /api/analytics/decision-explanations in a downloadable CSV. DecisionExplanation outcomes only — compose/explain metrics, not M7–M13 domain truth. No summary text or deep signals. Per-call rows omitted for OPS_MANAGER.
